Tobacco is spread all over the world with surprising speed,since it has been discovered in the Great Navigation Era.During the Wanli period of Ming dynasty,tobacco was introduced to the southern coastal region of China initially,and spread from south to north.Tobacco was introduced the northeast region of China in Nurhachi period of Qing dynasty,and turned to local crop from foreign crop immediately.During the Huangtaiji period of Qing dynasty,tobacco grown in every part of the Eight Banners.Although there were some quantitative differences of every banner,they all had planted it,which is the result of rapid growth of tobacco in northeast China.With the rapid growth of tobacco,however,it threatens the food security.In order to restrict this tendency,Huangtaiji enforces no-smoking policy which can be divided into three parts: firstly,the aristocrats are free of this policy,then,ordinary people and aristocrats are not allowed to smoke,in the end Huangtaiji was compelled to the legalization of smoking,but the smokers have to plant the tobacco by themselves.During the reign of Emperor of Huangtaiji,the ban on smoking is related to the natural disasters which happened in the northeast of China.The failure of the ban on smoking is related to the suitable local conditions in the northeast of China.
