War Industrial Committee was a wartime economic organization initiated by Russian industrialists during 1915-1918.They utilized the organization to mobilize resource for the war.In the early years of the war,Russia experienced serious military failure because of a shortage of ammo,which leaded to the appearance of the organization.The committee participated in wartime economic activity and played a role in munition supply.Besides,the industrialists in the committee also had political appeal,they were dissatisfied of the czar authoritarian regime and hoped for liberal reforms in Russia.As an organization under the control of the liberal opposition,Military Industry Committee had been focusing pressures on the czar government.Forced by poor logistics situation,the government had to admit that the status of military industry committee and considered its request.But,when faced the committee,the government kept a suspicious and annoying attitude.In the eye of government,the committee could not have political points,it only could be an economic organization which was controlled by government.Therefore,as long as the serious military situation receded,the government began to crack down on the committee.Russian government's actions stimulated the bourgeoisie,they were more yearn for reform.At last,the industrialists in the committee were more and more radical and gradually been one of the important forces to promote to the Russian revolution.
