This article focuses on the povertyproblem of the United Kingdom during the industrial revolution. The government andcivil society organizations when facing with poverty should take strategies,implement the effect of social assistance and Historical significance and practicalsignificance of social assistance. This paper is divided into five parts:The first part is an introduction. It describes the academic value and practicalsignificance of this study, provides an overview of the situation of domestic andforeign academics in this field of research, points out that domestic and foreignscholars on this social aid during the period of study is a single, often separate civilgovernment social assistance and social assistance, there is not overall to researchsocial assistance. On the basis of study, points out that the focus of the study, thedifficulties and the innovation.The first chapter describes the United Kingdom’s social assistance the beforeindustrial revolution. First, explains historical origin of the traditional social reliefthinking, contains public concept of ancient Rome, view of Christian love and charityin the middle ages, as well as United Kingdom village community of mutual aidconcept in the middle ages, describes United Kingdom continuity in the history ofsocial assistance. Second, explains the implementation process and social assistancemeasures, focus on the poor law of 1601 Elizabeth issued, it is the United Kingdoman important milestone in the history of social security. Stresses the measures andeffects of the implementation of the poor law.The second chapter explains the United Kingdom’s in dustrialization, urbanization andthe associated problems of social assistance. Industrial revolution promotes urbandevelopment, regardless of the size, is also on the number, industrial cities access tounprecedented development. For example, urban population has increased, and traditionalcommunities has Weakened; living conditions of the working class has deteriorated; child labor and women living conditions has deteriorated. The urgent need forGovernments and civil society organizations to take appropriate measures to deal withthese problems.The third chapter explains social assistance thinking and practice during theperiod of the industrial revolution. Practice of the social assistance(contains Civilrelief and Government assistance) is the core of the article part. under the influence ofutilitarianism in libertarian social thought, social thoughts and the thoughts of Utopiansocialism, it is widely recognized that poverty is more a social cause, society has aresponsibility to provide security for the people in need of relief stable livingenvironment. Articles from the Social Gospel movement, activities of charitableorganizations and liberal factory owners and members of the progress of the rescue,detailed exposition of this aid of civil society during the period. This series of civil aidconduct, not only is a great help for socially vulnerable groups, and United KingdomGovernments gradually change the laissez—faire economic policies, political, turningattention to the problem of poverty. For example, in 1834, "the new poor law"Changed the past to outside hospital relief-oriented policy, turning to indoor relief,Implements the principles of universal relief, strict reviews the eligibility of socialrelief ,expands the scope of social assistance.The fourth chapter explains main features and historical significance of socialassistance. From the historical continuity of social assistance, charitable relief as themain body, State regulation and enhancement, universality of social assistance, and soon to show its features. Social assistance has the effect of market economy "shockabsorber"; United Kingdom social assistance legislation is the prototype of themodern social security system, is of world importance; reflects the humanitarian spiritand the Christian fraternity, embodies the people’s right to life should be protected.The conclusion part through the analysis which the United Kingdom socialassistance during the industrial revolution, has pointed out in the human society,humanist and social justice are world principle and rule. Understanding UnitedKingdom aid success experience during this period has important reference value onChina’s current social assistance, contributes to further improve the social security system in China, Contributes to the construction of Socialist harmonious society.
