Inner Mongolia Cultural Industry Development Problems And Countermeasures

With the deepening implementation of "four comprehensive" strategic thoughts, strategic deployment of cultural system reform has been carried out.This provides a good opportunity for the development of cultural industry.As such, in autonomous regions, cultural industry has been actively promoted.Specifically, grassland culture has emerged and being advocated With the Central Committee's attention, Inner Mongolia Autonomous Region continues to introduce new regulations and implement a series of policies and regulations in order to refine the cultural industry development mechanism. In2014, the implementation of the long-term development plan(2013- 2020) of the cultural industry in the Inner Mongolia Autonomous Region, emphasizes on the priority development of cultural industries in the core areas of rich local culture. It focuses on developing the three cultural industries of the Development Zone, cultivates Manchuria and Erenhot, two main foreign cultural trade bridgeheads, and pays core attention to the development of county economy and cultural industry characteristics. It also forms a three-dimensional cultural industry structure, namely, “one core, three district,two fort, multi-point”. This development plan closely links to the Inner Mongolia Autonomous Region "8337" development ideas. These policies will build a moderately prosperous society and realize the innovation of grassland culture, and create a group of rich ethnic and geographical characteristics.This paper is based on theories in public management, administrative management, economics, social relations, human resources management,administrative laws and regulations on the reform of the cultural system in the Inner Mongolia Autonomous Region, as well as relevant work reports and other information. At the same time, it turns to theories and research conducted at the international context. This article uses literature review andinterviews to accurately grasp the present situation of the cultural system reform in China. It also studies the cultural system reform and and the development of cultural industry of the Inner Mongolia Autonomous Region.It affirms that the Inner Mongolia Autonomous Region has made outstanding achievements in the cultural system reform and the development of the cultural industry. Meanwhile, combining the Inner Mongolia Autonomous Region's unique regional and national character, this paper analyzes the general issues of the Inner Mongolia Autonomous Region, such as government's slow function transformation process, weak cultural foundation,and the imperfect cultural market mechanism. Also, it argues that the scale of cultural enterprise is small, the industry level low, and the regional characteristic is not enough. This paper is a thorough study of the cultural industry's development in the Inner Mongolia Autonomous Region. It provides the corresponding effective measures and suggestions for the general and specific problems. On this basis, it finds out an appropriate way to realize the development of grassland culture and guide the healthy development of the autonomous region cultural industry. It provides theoretical and practical support to the reform of the cultural system in the Autonomous Region.
