The development of cultural industry in Inner Mongolia had acquired great achievement with the directing of local government after Chinese reform and opening-up. But we can't deny that there are many problems in the cultural industry governance, especially for the local government. The paper analyzes such problems and tries to find Countermeasures.In the introduction, I account for the background and bearing of the study, confirm the foundation of theories, relative conceptions of paper, and approach of the research, clear up the study situation in both the domestic and overseas. And then, I point out the creation and insufficiency of the research.In the first part, I divide the phases of the development of cultural industry in Inner Mongolia after Chinese reform and opening-up into three phases, namely phase of starting and groping, phase of initial development, and phase of rapid recognition. Simultaneously, I conclude the achievement and structure of cultural industry in currently situation in Inner Mongolia. In the second part, base on the first part, I summarize the insufficiency of cultural industry governance through two aspects. The two aspects are industry support and market cultivation, as well as supervision. In the third party, I analyze the reasons of the insufficiency. As far as I am concerned, the insufficiency in the industry support is because the phases of the development of this industry is in beginning stage, and it's root reason is local government haven't emphasized and done relative research on the development of cultural industry. The insufficiency in the market cultivation is due to the rigescent management style in local government sectors. The insufficiencies of lack of service consciousness in public administration and lack of self-governance in relative NPOs are due to the officialism of sectors as well as officeholders in local government. At last, I suggest the Countermeasures on such problems through concentrating on the local government.
