Study On The Reform Of State Owned Art Troupe S By The Perspective Of The Supply And Demand Of Rural Public Culture

State literary groups, especially the basic ones, are the dominant force in satisfying the cultural needs of the masses including the peasants. These groups are undertaking important missions in improving the integration of urban and rural public cultural services. With the ongoing of the reform and opening-up, especially since the Third Plenary Session of the Seventeenth Central Committee, the reform of cultural system including the state literary groups has been speeding up, which provides a mechanic guarantee in advancing the development of socialist culture. In order to construct a powerful cultural country and advance the development of socialist culture, the peasants'needs for basic public cultural services must be guaranteed. However, there are still a few problems which exist in the rural public cultural service system.The present author chooses state literary groups of the county and municipality levels in Pingdingshan as objects of study. On the elaboration of the government's public cultural service function, the present author makes an analysis on the main difficulties appearing in the cultural system reform of state literary groups of the county and municipality levels in Pingdingshan. Then the author make an introduction on the main content of reform program, major measures taken by the governments, and the promotion and deepening of the reform, and an analysis about the influence of the reform on basic rural public cultural service. Finally, the author puts forward countermeasures and suggestions for the further reform of basic state literary groups. This study will deepen the high attention of the governments and relevant departments on the rural public cultural services. The study result will play a part in guaranteeing the public cultural service needs of the basic peasants, improving the evaluation of the providing ways and effect of the governments, and enhancing the ability of the developed basic state literary groups after the reform.
