Research On The Public Cultural Service Function Of Federation Of Grassroots Literary And Art Circles Of Inner Mongolia

Culture is the soul of a country and a nation.The importance of cultural self-confidence was raised to a new level during the 19 th Congress of the Communist Party of China.In order to point out the road of prosperity and development of socialist culture,the work of the Federation of literary and art circles will also usher in new opportunities for development.The Federation of literary and art circles takes dual functions of politics and culture,and enjoys a unique position which is different from the cultural administrative department of the government.The Federation of literary and art circles is an important non-governmental cultural organization,a bridge between the government and the writers and artists.In recent years,non-governmental cultural organizations have developed rapidly and formed a certain scale.The system of Federation of literary and art circles has become one of the most important forces in the construction of public culture in China.The construction of grass-roots Federation of literary and art circles to make it a main body of public cultural services is the practical need to activate the cultural life of urban and rural residents and meet the basic cultural rights and interests of the masses.With the rapid development of grass-roots cultural services,there are still gaps and deficiencies in the function of grass-roots cultural services.Guided by the theory of non-governmental organizations' participation in public service and demand,this paper,from the perspective of public cultural service,selects the Inner Mongolia grass-roots Federation of literary and art as a case to investigate and analyze its existing problems in the concept of public cultural service,talents,literature and art positions,literature and art benefiting the people,etc.,and draws on the successful experience of the public cultural service function of the domestic grass-roots Federation of literary and art.On the basis of the analysis,the paper puts forward reasonable advices for the Inner Mongolia grass-roots Federation of literary and art to play its role in public cultural services from five aspects: political guidance,the construction of literary and art talents,innovation of working mechanism,increasing support to economic and establishing the pattern of the Federation.
