With the development of globalization, cooperation and communication between countries are increasing rapidly. After the 30-years implementation of reform and opening-up, comprehensive strength and international influence of China has been enhanced greatly. More attention has been paid to China. In order to present the development of China and reduce misunderstandings towards China, China’s government white papers are published. As an official document to introduce China’s policies and clarify government’s standpoints, white papers play an important role in international communication. Thus, the translation of white papers should get people’s attention.This report is based on the translation practice of White Paper:Successful Practice of Regional Ethnic Autonomy in Tibet. In this report, the author analyzes the linguistic features of white papers:on lexical level, four-character phrases and expressions unique in China are used frequently; on syntactic level, non-subject sentence and long pre-modifiers are used frequently; on rhetorical level, metaphor, parallelism and personification are used frequently. Under the guideline of functionalist translation theory, the author proposed three translation principles. Firstly, the translator should have a keen sense of political consciousness, which is required by its text type. Secondly, the translator should remember the skopos and functions of the source text. Thirdly, the translation should achieve intertextual coherence and intratextual coherence.It is hoped that this report could provide some suggestions for publicity translation.
