Critical metaphor analysis, which combined criticism discourse analysis, cognitive linguistics, pragmatics, and corpus linguistics and raised by Charieris-Black in 2004, is a new method used to analyze metaphors. Based on conceptual metaphor theory, it helps analyzing metaphors from the critical point of view by using a corpus. The process of critical metaphor analysis can be divided into three stages, namely metaphor identification, metaphor interpretation, and metaphor description.By using critical metaphor analysis, This paper identified metaphors from administrative policy speeches delivered by Abe Prime Minister(2013- 2016), and then interpreted the mapping of each metaphor in detail, finally described the effects which metaphors brought and the factors why metaphors were widely used.As a result of the analysis, nine kinds of metaphors were identified in administrative policy speeches delivered by Abe Prime Minister in 2013~2016. There were journey metaphor, war metaphor, nature metaphor, person metaphor, building metaphor, study metaphor, performance metaphor, chess metaphor and flag metaphor. By analyzing journey metaphor, war metaphor, nature metaphor, person metaphor, building metaphor, this paper revealed attitudes, faith and ideology which were hiding behind metaphors and found out that this five kind of metaphors are mainly used to explain social and economic affairs and diplomatic problems. In addition, from the whole context, it is found that metaphor has functions of conveying political views, making politics better understanding. And the agencies which lead to large production of metaphors involved the pressure of international society and the Japanese domestic society, political intention of Abe, and Japanese traditional consciousness.
