| In the late Tang Dynasty,Heshuo fanzhen was separatist prefecture,but connected with central goverment and possessed dependence and division.The relationship of central government and heshuo embodied in the state administration directly. In the gameing circuments of central and heshuo,the author regarded state as an breakthrough point,exploring states’ relevant issues after An-Shi Rebellion. First,the author found two periods of frequent change which was Dali and Jianzhong,through combing geographical evolution of the heshuo of the late Tang Dynasty.Until the reign of Xianzong,its ruling regions was stabled.Changes in area of Three Prefectures of Heshuo was closely related to Central-Government policy.Meanwhile,the states and countries’ membership and levels occurred huge changes.In particular,some states promoted prefecture defense and militia.Moreover,when this paper analyzed states,in the basis of Yuxianhao’s work and Zhangtianhong’s paper,the outher supplyed some Prefectural Governors.The author focused on analyzing features of Prefectural Governors.Heshuo Separatist Prefecture had similarities and differences in some way of appointing Prefectual Governors.In the offical system,military governors often based on commanding general civilian post system.In the region,military governors had a tendency to localization.There are many differences in appointing Prefecture Governors.Weibo’s military governors paied attition to scholars’ cultural background.Chengde Zhen’s management pattern based on the "home-town",which determined Fanshuai choosed Prefectural Governors from their relatives.Lulong Zhen’s military governors selected Prefectural Governors from relatives and local higher army families and foreign nationality which focused on whether their ancestors had served on the area of Lulong.Finally,although military governors’ control power was huge,prefecture Governors had some duties.In politics,transforming social traditions and educating common people and maintaining social stability.In economy,collecting taxes and Tu-gong.In military,holding a certain number of the army.In addition,Lulong Zhen’s Prefectural Governors carved buddhist sutras regularly. |
