Research On The Government Behavior In The Protection Of Yueqing Intangible Cultural Heritage

Intangible cultural heritage, fruit of human intelligence along the river of history as well as heritance and development of national spirits, is a crucial carrier of traditional ethnic culture. Chinese intangible cultural heritage plays a vital part in the world's cultural heritage, thanks to the long stands of Chinese civilization. With the development of economy and comprehensive national strength, the significance of intangible cultural heritage protection has been so awared that the government puts forward the principle of "Government leading, citizens participating, responsibility ensured, working together" and plays a leading role in many sides such as policy, law and finance, which on the one hand has achieved remarkable success, on the other hand has exposed some problems such as responsibility omission and exceeding. Therefore, the government action should be put into standard and the responsibilities should be guaranteed when carring out intangible cultural heritage protection. Yueqing, a county of long history and cultural diversity, is rich in intangible cultural heritage. Building the Yueqing intangible cultural heritage protection system led by government plays an active role in cultivating and inheriting local characteristic intangible cultural heritage, promoting culture industry, adjusting local economic structure and promoting the economic and social sustainable development.The contents are consisted of five sections. The preface introduces background knowledge such as research background, research significance, research status at home and abroad etc. Besides, it also states research thoughts, research methods and technical routes. The second part defines some relevant ideas about intangible cultural heritage and government conduct, states public products, responsible government and moderate government intervention of basic theory, which lays a solid foundation for the beginning of the thesis. The third part summarizes the efforts and achievements of Yueqing government in protecting intangible cultural heritage. The forth part elaborates the government's role in protecting the intangible cultural heritage of Yueqing. At the same time, the author analyzes the reasons of the relevant theoretical basis. Finally, according to the above content, in order to solve this problem, the author proposes to regulate government behavior, system construction and improvement of government behavior of intangible cultural heritage of Yueqing, the establishment of sound laws and policies, strengthen the system construction and industry, establish the supervision mechanism, establishing protection.
