Research On Government Responsibilities For The Protection Of Intangible Cultural Heritage

Kunming is among the first batch of 24 historical and cultural cities,in that the city has a rich variety of historical and cultural heritage,including ethnic customs,etiquette and crafts of work and life,etc.Initial statistics show that the city of Kunming now enjoys more than 468 of projects out of the general survey of its non-material cultural heritages,among which a group of them with a widespread impact of non-material cultural heritage projects are being respectively enlisted in national,municipal and the district levels of non-material cultural heritages,which help constitute the unique cultural landscape of Kunming.However,with the globalization and the rapid development of urban construction,combined with partial and random use of land and excessive development in particular,the non-material cultural heritage of Kunming gradually has been losing its original soil and environment for survival.With the demise and disappearance of its non-material cultural heritage,the cultural landscape of Kunming turns to be monotonous and homogeneous,which results in the undistinguished representation of the city's cultural characteristics as a cultural-historical city on the plateau.In the countries attach great importance to the protection of intangible cultural heritage and implement the strategy of "two a fort" in Yunnan,Kunming,the construction of culture under the background of Kunming,strengthen the government's responsibility in intangible cultural heritage protection research,to promote the intangible cultural heritage protection in Kunming,realize the great development of cultural innovation and cultural undertakings,boom has important theoretical and practical significance.This paper takes the research of intangible cultural heritage protection status in Kunming and government's duties performing as the example,comprehensively applies methods of literature research and comparative research,combines criterion analysis with practice analysis and quantitative analysis with qualitative analysis,hoping through dealing with the dialectical relationship between learning from foreign research achievements and the actual situation in our country,this paper would contribute to promoting the undertakings of intangible cultural heritage protection in Kunming,analyzing the development restraining issues and exploring the scientific strategies to perfect the intangible cultural heritage protection in Kunming and the government's duties system.This paper mainly studies from the following aspects:The paper begins with the introduction of the subject background and researching value,indicating the research approach,study methods and logical framework,and then give individual statements about research status at home and abroad.The main part of this paper is divided into four parts.The first chapter is the overview of government's function in intangible cultural heritage protection,which should respectively analyze form concepts,connotation,government's duties and the necessity of government's involvement.The second chapter analyzes the status,problem and causes of intangible cultural heritage protection in Kunming and government's duties performing.The third chapter introduces the referential experience of intangible cultural heritage protection at home and abroad.The fourth chapter should give some constructive strategies and advises for government performing its duties among intangible cultural heritage protection in Kunming.And the last part of this paper states the conclusion and future expectation.
