Research Of Western Government Integrity

Integrity is the basic quality,also a basic requirement for the government.Government integrity is the premise of government legitimacy.Since the 21 st century,governments around the world are faced with different levels of trust issues,and government integrity research has become a focus of academic and political circles.In this article,from the perspective of ethics,analyzes the relationship between integrity,government integrity(GI)and western government integrity(WGI).WGI is affirmed by theoretical basis,thereby deeply exploring the driving force of ethic and practical standard for further,which is external constraint and internal promotion.With the purpose of my thesis is not only for learning from the experience,disadvantage and ethical reflection,but also for providing a new reference to the further construction of GI during the social transition.My thesis concludes five chapters.The first chapter analyzes the concept of integrity,GI and WGI.Integrity means honesty,combined with different moral subject forming different kinds of integrity.GI is the combination of government subject and integrity.It ought to include four layers of implications.Firstly,the government and political appointees is subject of GI.As a legal person,the legal representative is a member of political appointees,just like others,who should be honesty.They are obliged to be sincere mentally and inwardly.Secondly,for the government and political appointees,the public management activities are their profession.Ethically,on the one hand,they must administrate honestly,on the other hand,take the consequences for dishonest behavior.Thirdly,the government and political appointees pledges their loyalty to law.On the contrary,they will be severely punished by the law or regulations.Fourth,through the GI,government can enhance their credibility,live up to their commitment and obtain the public trust.WGI combines western integrity with government integrity.It is also that the principle of honesty is embodied in the specific requirements of their public management activities.Besides,Integrity diversity is its notable feature.It is characterized not only the integrity of morality,contract,law and system,but also the internal integrity with self-discipline and external integrity with other-discipline from professional and legal norm.The second chapter explores the theoretical basis of WGI,which originates from ethical theory,political theory and economics theory.The third chapter describes the ethic standard of WGI,which divided into internal part and external part.The internal standard refers to integrity between higher and lower,or equivalent level.The other refers to requirements between political appointees and the masses.The fourth chapter is made a discussion about driving force of WGI,which includes external constraint and internal promotion.WGIforms an external system restriction with other-discipline through the influence and promotion of moral norm,legal norm and administrative norm.Self-discipline constitutes one part,which meets requirements of internal promotion.It transforms external constraint into internal belief and principle with administrative virtue,and has a permanent effect on political appointees.In sum,the strong driving force is dramatically formed by other-discipline and self-discipline,and internal and external.The fifth chapter summarizes the experience,disadvantage and ethical reflection of WGI.With the emphasis on government agencies and construction of integrity constraint mechanism and supervision mechanism,the west has gained rich experience,but also has disadvantages.It can be said that the construction of GI always depends on the special social environment,which mixes historical tradition,social development and social system together.During the period of social transition,we should set foot according to situation of our country and adopts successful experience of WGI to preferably solve the problem in our construction of GI.
