Study On The Protection Of The Tongji Qu (Sixian Section) Of The Sui&Tang Grand Canal

Cultural relics are the important wealth of modern humans,with unparalleled cultural value,archaeological value and a certain degree of commercial value.With a long history and a vast territory,there are a great number of various cultural sites in China.Since the reform and opening-up,Chinese government and cultural relics protection units have gradually strengthened the preservation of existing cultural relics,but it is still largely insufficient compared to that in foreign countries,and especially there is a great lack of cultural heritage protective consciousness and efforts for the ancient canal.There are many ancient canal sites in China,however,in recent years,with the accelerated urbanization and the development of industrial systems,the damage to the ancient canal is obvious:water pollution along the river is increasingly serious due to industrial and agricultural development(the ancient canal in many places have become smelly ditches)and the loss of cultural relics is also common.On June 22,2014,as a cultural heritage,"The Grand Canal" was officially inscribed on the world heritage list.However it was only the starting point of the canal sites protection rather than the end,because there are still many issues need to be further resolved,such as pollution,damage,cultural loss and other issues.The Sui&Tang Grand Canal was first built in the Sui Dynasty,centered around Luoyang,south to Suzhou and Hangzhou,north to t Beijing.In the Sui and Tang dynasties,the Five Dynasties,Song Dynasty and other dynasties,the Grand Canal was prosperous and bustling as it was widely used in commercial transport.Tongji Qu(Sixian County section)is of great value because of its 1400-year history,the original character and reappearance of cultural relics,hence,desperate preservation is required.Under the background of the success of the Grand Canal inscription into the World Heritage,this paper has a certain practical significance exploring the status quo,problems and countermeasures of preserving Tongji Qu(Sixian County section of Sui and Tang Grand Canal).First of all,ed on the importance of cultural heritage protection and the history and extraordinary value of the Sui&Tang Grand Canal,as well as the inscription's success but the protection is not enough,the necessity of this research work is put forward in this paper.Then on the basis of the summary about the current situation of world inheritance protection national inheritance protection,and the research fruit about canal protection in available literature,the thesis guarantees evidence for reference from data collection to various parts of argumentation.It elaborates on the concept of cultural inheritance,discipline and methods of inheritance protection,so as to provide guidance for the research of the thesis.Secondly,a full-rounded introduction is made to the Tongji Qu,including its long history,the digging and renovation at certain key historical periods,and the protective measures taken by Anhui province against the background of "application for the honor of the world's intangible cultural inheritance",etc.Especially,the conservation status of the Sui&Tang Grand Canal(Sixian section)is presented,as well as its history and value.From the perspectives of existing legal system,the excavation of cultural relics and the application security unit,the conservation status of the Grand Canal(Sixian section)is analyzed.The problems of current preservation work,including the destruction of some cultural sites,the loss of cultural relics,serious pollution along the river and the insufficient claimed value are revealed.The reasons for above problems are summarized to following aspects:the lack of preservation awareness,the imperfection of local laws and regulations,deficient administration institutions,low public participation and insufficient tourism development,etc.,etc.In the third place,drawing on the protective measures adopted in the the Beijing-Hangzhou Grand Canal Jining section,the section from Huaxian to Junxian in Henan(province)of the Sui&Tang Grand Canal.There are also many issues in the two sections of Canal,but great improvement has been made through purposeful measures special rectification,powerful publication,construction of corridors,control of the urban construction,and legalization of local governments;the corresponding strategies for preservation of the Tongji Qu(Sixian section)are proposed as follows:enhance propaganda to improve public preservation awareness of canal,specific measures such as holding of meeting and opening training lessons by the government,the advocating and publication of the media,and the publication activity by going to the countryside,etc.Perfecting the(?)relevant protective regulations of the of the Tongji Qu(Sixian section),such as rigorously implementing the International Convention and relevant laws of China,releasing local protective regulations and policies,separating protective regions,and establishing regulations in the countryside and agreement among civilians;perfecting the managing organization and establishing special group;carrying out special treatment,such as the special treatment of water,soil,air and solid wastes,completely recover the destroyed inheritance,including the recovery of plants;developing tourist spots,such as establishment of the Museum of the Ancient Path of the Canal,Tang&Song flavor street,Wetland Garden of the Canal,historical and cultural education basis,applying for the grading of the landscape,and strengthening the management and promotion of the tourist spots,etc.These measures are in conformity with the development of the ancient Canal in Sixian section and the local conditions and customs of Sixian,as well as highlighting the cultural and ecological values of the Canal in Sixian.Finally,corresponding guarantee initiatives are put forward based on the preservation measurements of the Grand Canal Tongji Qu(Sixian section).In terms of funding,the support from government finance,social recruiting,social enterprises,self-income and other aspects are needed.In the aspect of manpower,it is necessary to deepen the performance management,maintain the flow of personnel and recruit volunteers reasonably.When it comes to the technology,information management platform should be actively built to achieve the monitoring of pollution data and key locations and support for prosecution.The conclusion of this article has some pertinence and certain application value on the Sixian section's management,protection and development.
