Since the Ming and Qing Dynasties,the area of Hezhou embankment reclamation farmland,the directed motivation is to solve the shortage between population growth and cultivated land increasingly prominent contradictions,increasing local government finance and tax.The increase of the arable land is a certain level of local economic and social development of the construction of water conservancy facilities and has played a positive role,but also caused the imbalance of the ecological environment,production and living of the people bring about quite heavy negative price.Areas during the Ming and Qing dynasties and state will be floods and polder construction comprehensive investigation,through analysis of disaster frequency and polder construction area changes of growth,confirmed the positive correlation between them,and is dominated by the local government of repairing embankment dam dig pond all sorts of measures such as spontaneous formation of the culture and people,and then found under the agricultural society and state region and culture solidarity,unremitting self~improvement,the pursuit of harmony,love of homeland.Study on flood and drought disaster(FDD),development of agricultural production for later generations to develop water conservancy practice provided to draw lessons from the history of revelation.In this paper,on the basis of a lot of reading historical materials,absorbing predecessors' research achievements,in detail elaborated the inundation and drought and the state and the related agricultural response,in order to today and county areas provide history lessons to water resources management and ecological construction.
