The natural disasters happened frequently in Qin and Han Dynasties, especially the flood and the drought . In this paper, the study on the floods and the droughts were done in temporal and spatial distribution .Flood took place in the middle and lower reaches of the Yellow River area, mostly summer and autumn according to lunar calendar. the distribution of drought were more extensive in temporal and spatial distribution, mostly spring , summer , autumn.Flood and drought seriously endangered the people's lives and property safety, brought about a lot of social problems, at the same time , the chain of flood and drought, such as the plague and the locusts, frequently led to the occurrence of secondary disasters, their destroy became much heavier. The formation of flood and drought were mainly located in geographical environment and climate conditions of china, while the factors of ecologe and society cloud not be ignored.Qin and Han Dynasties took a lot of relief measures, inclouding pre-disaster prevention, relief measures when disaster happening, post-disaster remedy, its ability to respond to the disasters and its capacity of management have reached a certain level, due to relief measures were limited to the level of productivity and the corruption of the feudal officials, with the result that the effectiveness of disaster relief is not satisfactory.
