| In the Mongol-Yuan period,the staffing of ruler to Confucians had the color of taking Confucian as clerk.Confucian acted as clerk became a common phenomenon,the System of Annual Tribute Confucian and clerk was a mode of entry into government under this phenomenon.It included the System of Annual Tribute Confucian and the System of Annual Tribute Clerk,and this paper examines the former.Overall,the factors that led to the emergence of the System of Annual Tribute Confucian included the penetration of Mongolian dominating awareness,the demand of Yuan Dynasty political environment and the influence of the Jin Dynasty system.This system formed in the A.C 1269,then had revised for many times.However,when the System of Annual Tribute Confucian was implemented,the policy that government officials,professors and other groups served as clerk was implemented since the Wuzong,and the resources of officials were increasingly saturated,leading to the abolition of the System of Annual Tribute Confucians in the end of Shundi Dynasty.The previous revisions of the System of Annual Tribute Confucian reflected the efforts of the rulers to adapt to the constantly improved political institutions and the reasonable selection of people.Although since Renzong Dynasty,it began to enlist talents through the old civil service examination system,but the Imperial Examination System could not become the right way to attract talents.The smooth implementation of the lay stress on clerks policy and the System of Annual Tribute were not only benefited from the royal power,the institutional identity of Confucian also cannot be ignored,and the Confucian-Clerk Theory can be used as a view to explore this system,which provides a certain moral propaganda for Confucian serving as clerk,and help to eliminate the exclusion of Confucian to clerk,so from this perspective,we can more thoroughly examine the driving force of implementing the lay stress on clerk policy and the System of Annual Tribute. |
