In the last century, driven by the United Nations, the protection of intangible cultural heritage has been increasingly noticed by international societies, and its related rescue and protection work has also been listed in the agenda.Thousands years of history of civilization has left China with abundant material cultural heritages and various non-material cultural heritages,so the good protection and utilization of those heritages left by the ancestor are of great importance to ensure the complete and sustainable national culture and achieve the rejuvenation of the Chinese nation. But due to the wide spread and various kinds of intangible cultural heritages as well as the shortage of funds and staff,it is impossible to conduct the protective work smoothly. Therefore,it becomes a new way to conduct the intangible cultural heritage protection work by Tourism Development.Taking Kunqu Opera as the research object, this paper reviews and summarizes the theory of stakeholder, symbiosis and sustainable development. It discusses the main stakeholders involved in the process of tourism development from the perspective of stakeholders, and puts forward the core stakeholders of the tourism development of Kunqu opera including the local government, tourism enterprises, local residents, tourists and heritage inheritors through field investigation and scientific analysis. Then, the author uses field investigation, questionnaire, interview and other research methods to carry out field research on the interests of the core stakeholders of Kunqu Heritage, and uses factor analysis to analyze the interests of the core interest groups.Based on the above conclusions,it carries out the niche analysis and symbiotic condition analysis of the core stakeholders, finally constructs the symmetrical and mutually beneficial symbiosis model suitable for the development of protective tourism in the heritage of Kunqu opera, and puts forward the corresponding development countermeasures. The main conclusions of this paper are as follows: First, the core stakeholders of the tourism development of Kunqu opera are mainly related to the local government, tourism enterprises, local residents, tourists and heritage inheritors.Second, economic, cultural and social benefits are the core interests of the main concern of interest demands, the heritage inheritors of Kunqu culture are most concerned about cultural benefits.Thirdly, the existing tourism development mode of the heritage is an intermittent asymmetric reciprocal symbiosis model, which is not conducive to the healthy development of the heritage tourism and does not meet the inherent requirements of the protection tourism development, and needs to evolve into the symmetrical and mutually beneficial symbiosis model.Fourthly,by upgrading the benefit guarantee mechanism, constructing the benefit compensation mechanism, and improving the benefit distribution mechanism, the author can ensure the change of the symbiosis pattern and ultimately to promote the sustainable development of heritage tourism.
