The public culture service is an important mean to meet the basic cultural needs of the residents and realize the basic cultural rights of the public. It also undertakes the task of promoting social harmony, uniting the national spirit, promoting cultural revival and improving the soft power of the country. New economic era, the development of economy and culture is fusion, the healthy development of the public culture can also expand and guide the development of cultural industry, create a good investment environment,and become an important driving force of economic development and economic structure optimization. Governments at all levels increase the investment of public culture service in recent years. The per capita cultural undertaking fee is rising rapidly and public culture activities are rich and colorful. But it still has a gap with education, medical and other public services. At the same time, the government provision the quantity and quality of public culture service are different due to different regional economic development level and different cultural and historical background.The regional differences influence the realization of the equalization of public culture service. The 13th five - year plan clearly put forward: "build the modern system of public culture service, promote equal basic public culture service standardization,development and innovation of public culture service, safeguard people's basic cultural rights and interests".Public finance is the realization mechanism of the government provision of public goods. The system of public culture service can't development without fiscal support.Fiscal decentralization is an important fiscal system arrangement which is closely related to the government provision of public culture service. The first generation decentralization theory is that fiscal decentralization can encourage local governments to provide public goods better due to its advantage of information. The second generation decentralization theory is that fiscal decentralization should be combined with fiscal and political incentives to work. The reform of tax- sharing system in 1994 establishedChina's decentralization pattern. But the Chinese-style fiscal decentralization is different from western fiscal decentralization which combines economic decentralization with political centralization. The literature's analysis indicate :fiscal decentralization have an positive effect on hard public goods such as infrastructure, have a negative effects on soft public goods: such as education and health care. Public culture service belongs to soft public goods, but it is closely related political superstructure especially ideology.We need to further study whether it follows this rule. This dissertation build the fiscal decentralization and the public culture service provision analysis framework and make a empirical test to look for optimizing the path of government supply of public cultural service.The structure of dissertation is as follows:Chapter 1 is introduction. This chapter tells about the research background,theoretical and practical significance,concept definitions, research methods, basic framework and innovation.Chapter 2 is literature review. This chapter generalizes review on the provision of government public culture service. Then, it focuses on the effect which fiscal decentralization impacts on the public goods and public culture service. Finally, it points out deficiencies of literature , proposing further improvement.Chapter 3 is theoretical and realistic foundation of fiscal decentralization and provision of government public culture service. This chapter analyzes the governmental responsibility of public culture service provision from the perspective of theory and reality. Further it points out that the local government is the mainly responsible for the provision of public culture service. However, the local government's behavior about public culture service provision is influenced by the central government's mechanism of incentive and restraint.Chapter 4 is influence mechanism of fiscal decentralization and provision of government public culture service. This chapter explains the influence mechanism of fiscal decentralization and government provision of public culture service. Then, this chapter analyzes the distorting and promoting incentives which fiscal decentralization put on the provision of public culture service combined with the political, economic and social reality. Last, it describes the regional heterogeneity of the local government provision.Chapter 5 is the influence which fiscal decentralization put on the provision level of public culture service. This chapter uses the panel data to analyzes the influence which fiscal decentralization put on the provision of public culture service. The conclusion shows fiscal expenditure decentralization has a positive effect on the provision level of government public culture service.Chapter 6 is the influence which fiscal decentralization put on the area difference of public culture service provision. This chapter analyzes the area difference of public culture service provision using the statistical method. Then analyzes the influence which fiscal decentralization put on area difference of public culture service provision using the analysis of time series.Chapter 7 conclusions and policy implications. This chapter summarizes the research conclusions based on the above analysis. Then, it proposes corresponding policy suggestions and future topics.The main conclusion are as follows.Firstly, Chinese-style fiscal decentralization can put dual incentives on public culture service provision. Local government behavior is influenced by central government. On one hand, along with the transformation of a service-oriented government and public cultural demands increasing, the central government pay more attention to public culture service and make it a important social goal, it is a promoting incentives. On the other hand, the existing pursuit of economic growth incentive is the distorting incentives.Secondly, after the reform tax-division system fiscal decentralization have a positive effect on public culture service provision. But the fiscal expenditure decentralization can expand the regional disparities of public culture service provision.The main reason is heterogeneity of the local government's provision . Different local government take a different action when they have more fiscal expenditure rights. The expansion of fiscal expenditure decentralization may enlarge this diffierence.The innovations of this dissertation are as follows:Firstly, novel research perspective. Many literatures have researched the fiscal decentralization influence on public service provision, but mainly focus on education ,health care etc.. The studies on public culture service provision are not probe into its deep fiscal system reason-fiscal decentralization. This dissertation put the fiscal decentralization and public cultural services provision in the same research framework.Its perspective is novel.Secondly, this dissertation summarized inherent motive force of government's provision of public culture service.Thirdly, this dissertation established the theoretical framework of influence which the fiscal decentralization put on the government public culture service provision.It analyzes the fiscal decentralization's influence mechanism to public culture service provision. This dissertation enrich the theory of the influence of fiscal decentralization on the provision of the public goods.
