The Research Of Effectiveness Improvement Strategy Of Grassroots Public Culture Service In Jingyuan County,Gansu Province

In recent years,China has introduced a large number of policies in the construction of public culture service system at the grassroots level and has implemented the legislation guarantee of public culture service.It has established government-oriented,town-based,village-oriented and farmer-oriented public culture service network.The three levels of cultural infrastructure in county,township and village as well as cultural activities have been vigorously built,which has formed a more complete public culture service system.However,with the rapid economic and social development,the spiritual and cultural needs of the people also reflect a rapid growth trend and the demands for public culture service become more diversified.There are increasingly outstanding problems including a loss of vitality of grassroots public culture service units,a lack of cultural product supply,free cultural infrastructure,low effectiveness and etc..According to the actual conditions of Jingyuan County,Gansu Province,this paper is based on the research on the construction of public culture service system at the grassroots level,the satisfaction degree of mass culture and the effectivenessperformance of public culture service and etc.It can obtain that among the effectiveness of grassroots public culture service in Jingyuan County,there still exists issues,coveringa lack of the expression ways of mass cultural needs,low participation passion,single public cultural service supply mode,narrow spreading areas,the grassroots leadership cadres negative consciousness and so on.Meanwhile,starting from the new public service theory,it extracts that the grassroots public culture service should be on the premise of the needs of citizens,aims atmeeting public demands and benefits,builds on citizen participation,focuses on serving the people,emphasizes on changing the ideasand other applicability concepts.This paper attempts to design the evaluation index system of public cultural service effectiveness and carry out the performance evaluation.Through summing up the practical experience of improving the effectiveness of public culture service both at home and abroad,this paper puts forward some suggestions on how to improve the effectiveness of grassroots public culture service in Jingyuan County.Respectively,it expatiates from constructing a smooth demand for expression,a wide range of supply mechanisms,a full range of participation in the system,a convenient communication platform and changing the management concept and other aspects,which can provide a useful reference for the grassroots public culture serviceconstruction.
