A Study On The Quality Evaluation Of Basic Public Cultural Services In Gansu Rural Areas

As an important part of the national cultural strategy,basic public cultural services are related to the realization of the basic cultural rights and interests of the masses,and also an important embodiment of the government's cultural responsibility.In recent years,although the construction of basic public cultural services in rural areas of Gansu Province has made outstanding achievements,there are still a series of problems to be solved,such as imperfect infrastructure,single form of cultural activities,and farmers' general satisfaction with the cultural activities and services provided is not high.At the same time,the changes of the main social contradictions are also reflected in the demand of the farmers for basic public cultural services.The rapid development of the economic strength and the continuous expansion of the social vision of the farmers put forward higher level requirements for the quality of basic public cultural services.The existing public cultural supply form of "win by quantity" can no longer meet the needs of the farmers Under the current situation of "unbalanced" and "inadequate" development of basic public cultural services,it is necessary for the government to give full play to its initiative,find out the key to "high-quality" development,accelerate the transformation of the supply mode of basic public cultural services,provide farmers with more high-quality and efficient basic public cultural services,and put more emphasis on the equalization of basic public cultural services Important strategic position.On the basis of SERVQUAL model,according to the existing relevant literature and the actual situation and specific characteristics of Gansu rural basic public cultural services,this paper initially constructs the quality evaluation index system of Gansu rural basic public cultural services.Through the form of pre survey and the data collected from the formal survey,using spss25.0 and amos21.0 software,the reliability and validity of the index system are analyzed and explored Through factor analysis and confirmatory factor analysis,the evaluation index system of rural basic public cultural service quality in Gansu Province is finally constructed.According to the evaluation index system,the quality of rural basic public cultural service in Gansu Province is evaluated.The specific operation steps are as follows: first,the principal component analysis method is used to empower the index system;second,the method of weighted average is used to calculate the agriculture in Gansu Province The comprehensive score of the basic public cultural service quality of the village leads to the overall service quality evaluation;thirdly,the service quality is further analyzedby using IPA correction analysis method;finally,according to the evaluation results,effective countermeasures and suggestions are provided for improving the basic public cultural service quality in Gansu rural areas.This paper hopes to promote the quality of Gansu rural basic public cultural services,promote the overall development of Gansu public cultural undertakings,so that people can enjoy high-quality public cultural services.
