The Technological And Political Logic In The Management Of Bianzhi

In the modern government theory, the reasonable scale of government is a necessary condition for the social and economic development, the efficient operation of government. Introduces the history of management of bianzhi firstly and compare the characteristics, content, method, system of the management of bianzhi in the planned economy period and the market economy period.The current management of bianzhi is ricn in the content,more and scientific in the methods,and it comply with the requirements of modern government.Secondly, illustrates the the ideal technological logic and management procedure, namely the survey,the basic principle,the managerial decision-making,implementation of the plan and dynamic adjustment of the management of bianzhi.Then summarizes the following political logic namely the rules and regulations of the central and local governments, analyses the factual political and technological logic in the management of bianzhi and studies on the circumstances under which follows purely the political logic,under which follows political logic-oriented and technological logic. The management department is faced with pressure from inside and outside government in the practical work,the former is government agencies and the party,the latter is the market.society including the public. On the basis of pressure source and size, the management department will make a different choice. Different choice follows different logic.Then summarizes the relationship between the political logic and technological logic,which they are separate and integrated.
