The Central Committee of Communist Party of China eighteenth third plenary session formally proposed developing inclusive finance on “CPC Central Committee decision on deepening reform of the overall number of major issues,” on November 12,2013, encourage financial innovation, rich level of financial markets and products(III section 12).The concept of inclusive finance in 2005 the United Nations Year of Microcredit firstly proposed that the current financial system need to obtain rights groups that have been excluded from the system, the United Nations hopes to promote in order to establish a microfinance inclusive financial system. The income of China's economy has made great and steady development, but at the same time, further expand regional development imbalances and the wealth gap and other issues can not be ignored, resulting in a large part of the reason for this phenomenon is that financial exclusion.To some extent, the development of inclusive finance in the current financial Pratt& Whitney China still is a relatively new thing, from the policy level to actively promote. China currently has a number of practicing the concept of inclusive finance financial body, among which the letter should finance and micro-credit and other Internet companies as a significant representative, but the main obstacle of these financial encountered in the course of business and risk is exposed can not be ignored,the government initiated financial companies focus on social responsibility should also be in the legal system and policy level for the financial body to practice the concept of inclusive finance escort, the author would like to elaborate on China's legal system to achieve inclusive finance construction of Perspective financial Law. Based on this, this paper carried out mainly from the following aspects: The first part introduces the history and concept of inclusive financial mainstream, followed by financial exclusionbased on the necessity of developing inclusive finance theory put forward, combined with the practice mode to foreign Inclusive Finance explore the current development of domestic financial Pratt & Whitney. The second part of the paper describes the main building of the theoretical basis of inclusive finance, which mainly include the theoretical basis of the three areas, the first bucket theory of economics requires us to actively promote the development of inclusive finance, while the presence of a large number of financial exclusion also hindered the economy overall, and finally on to explore the perspective of law inclusive finance, economic law to pursue real justice,the result is that it brings more attention to the development of vulnerable groups. The third part,.mainly from the United States as the representative of the developed countries and in Indonesia, represented by two levels in developing countries to discuss foreign experience in promoting the rule of law in the financial system.The fourth chapter summarizes the current Chinese practice of promoting inclusive financial legislation and in practice, such as encountered in the process of financial exclusion in the absence of effective legal and regulatory system and the existing financial system is difficult to play the role of inclusive finance and lack of relevant subjects impede effective legal and other aspects of the regulatory system. The last part of the paper is based on the legal aspects of the proposal for the construction of China inclusive financial system and some recommendations, including the Government to further strengthen legislation inclusive financial systems and establishing effective monitoring mechanisms and the establishment of effective supporting system and other measures.
