Chinese Governance Role Of Financial Exclusion And The Related Lagal System To Explore

With Chinese sustainable and rapid economic development, a series of social problems has become increasingly prominent, such as the gap between the rich and the poor increasingly serious imbalance of regional economic development and three dimensional rural marginalized. Expanding the availability of financial resources can be an effective solution to the gap between the rich and the poor and worsening social problems. Financial exclusion is to hinder the availability of financial resources, exacerbating the gap between rich and poor, and disrupting social economic order. Thus, financial exclusion has become the focus of national policies and laws.Carding and introducing systematically the theory of financial exclusion, this thesis analyzes the current situation of vulnerable groups to enjoy the financial services, From the perspective of financial exclusion theory. using governance as a starting point, and it has4pates, this thesis analyzes and learns from the experience of foreign governments in the governance of financial exclusion, otherwise combining with China’s national conditions and reality, such as small loans, financial cooperation, policies of subsidies,we will give some constructive advices, including policy and legal. Ultimately in macroeconomic policy, we will position the role of the governance of financial exclusion. From this role, soft environment, the system of government and the legal system will be improved. all of these changes will take positive impact on micro-finance activities, finally a financial services system of venerable groups for which is led by government but not solely responsible will be established.Innovation of this thesis:(1) arguments innovation:researches at home and abroad are mainly starting from the point of view of the financial markets, propose the settlement mechanism, take little attention to government’s important effect in governance of financial exclusion, and also give few advices from the legal point. Therefore, this part will be for this specialized research to expand the vision for the future governance of financial exclusion research.(2) Under the background of building a harmonious society which is proposed by the government, using the financial exclusion which is the advanced theoretical tool, combining with the current major and popular economic issues such as the widening wealth gap, regional imbalance in development and less efficiency in financial sector, we will analyze the financial exclusion in China, and take full research from the government at the center, give a few innovative advice.
