In recent years, with the rapid development of communication industry in china,short messages of mobile phone because of lower price and more useful,gradually become indispensable social tools,at the same time, it was known as the "fifth media" after the newspapers, radio, television and Internet.Yet simultaneously,Amoutly abuse of short message infringement normally use continuously.More and more illegal,finagle,vulgarly of messages intrusive our phones,from the initial commercials advertisement,porn links,until now,fraud, computer viruses and terrorism spread through our mobile phone. Short messages has become tools for some criminals,this is what we call “wasteful messages”.Although the community generally aware of its harm to society,however,due to the current relevant laws and regulations is nor complete,Coupled with the telecommunications industry management system is not smooth and law enforcement departments can not form a long-term effective combat forces,cause the growing cases of message infringement,seriously disrupted majority mobile phone users.In view of this situation,I write this article,in this paper describes the concept,category and generation of message,anlysis of the main object of infringement,components, responsibility principle of wasteful messages.By drawing on the experience of foreign countries,combined with the actual situation of manage wasteful messages,I propose feasible suggestions for management of wasteful messages.
