As the Economic Reform goes further and deeper, the central government has issued the "Regulation on Realty Management" to standardize realty (property) management. Meantime, municipal and regional governments also published measures and regulations on realty management and services. However, during the implementation, it is very common to see some issues, for instance, unqualified real estate check and acceptance process, lack of investment in maintenance, ineffective property management service quality standard, the vacancy of pricing for service pricing, insufficient governmental supervision on bidding process, etc.In order to help complete and optimize the sectoral standard, this paper has taken the Measures of Shenyang City for Realty Management as example, with widely-referred and iii-depth analysis into the subject, using surveys and references of history cases and documents as the major methodology, to analyze the problems mentioned above, and provide feasible suggestions. The sample pool covers 3 types of residential and one commercial real estate property, including 3 residential properties without proper management.4 medium-grade residential properties,3 high-grade'residential properties, and one commercial properly. Altogether there were 700 surveys conducted, and 681 valid results collected, which had provided the lust-hand data for this study.The conclusion is:there are still some issues existing in the realty management sector in Shenyang Market, such as:lack of professionalism of the employees, absence of effective supervision on the collection and management of maintenance funds, lack of knowledge to the regulations and policies among property owners, negligence of contractors' duty during the contracting, checking and acceptance phase of a real estate property, etc. By analyzing these deficiencies, we suggest following measures to help improve and standardize the Realty Management sector in Shenyang, and keep the market and governance professional and transparent:to develop and lead well-intentioned public opinions lead by government media, to enhance the education of the Regulation on Realty Management, to promote and implement differential property management price, to introduce third-party property management supervision companies as a normal governance measure, to improve the property owners' right and power in the conversation, to fully implement the property owner autonomy model, to establish professional property manager training and certificating system.
