Some area in Tianjin Port has been part of China(Tianjin) Pilot Free Trade Zone. A free trade port requests a series of preferential policies and corresponding reforms, among which the reform of public management is an important issue. Several organizations need to turn the traditional work process into an all-new collaborative, coordinate, and integrative process. This could be boundary-spanning governance related to different government organizations.This thesis does a research on boundary-spanning governance by observing, analyzing and following a specific program. Single Window, a concept to facilitate international trade and transport is highly recommended by the United Nations, the World Trade Organization(WTO), the World Customs Organization(WCO), the International Maritime Organization(IMO) and organizations for regional economic cooperation. It requires the involved government organizations to coordinate their management via a platform and provide collaborative public services. Single Window is so innovative as well as complex that would be a breakthrough for boundary-spanning governance of Tianjin free trade port. This thesis adopts a perspective of boundary-spanning governance to analyze the current state and major challenges of developing Single Window in Tianjin free trade port. It also formulates proposals concerning the leading organization, developing process, and cooperating mode which could bring the optimum efficiency, feasibility, and creativity to the development of Single Window. The study covers facilitation of both international trade and maritime traffic, and could contribute a practical train of thought to the reforms in Tianjin free trade port and even the entire Tianjin Free Trade Zone.
