The government purchasing public services from the social organization is an important way of the transfer of government functions, is the inevitable choice of constructing a new system of social management, but also to improve the effective channels for public service quality. From the point of view of sociology, the social organization and the government in a position of equal consultation, and has a certain independence, autonomy and external. Therefore, buying social organizations to provide public services can avoid the problem of internal purchase and guarantee the public service of professional competence and effectiveness, improve the quality of public services.Secondly, this paper studies the problems existing in the process of Chinese government purchase of public services, including the public function of the government transfer, decentralization and profit, and social organizations involved in public service nature, function and role of the problem. This paper thinks that the main cause of these problems include the lack of legal and institutional basis to buy public services, purchasing program still not standardized, supervision and evaluation mechanism not perfect, the public service funds shortage, social organization ability not strong and so on.The paper analyses the social reasons for these problems.Finally, the combination of domestic and foreign advanced experience put forward the countermeasure. To guarantee the purchase of public service to reduce the cost of government administration, improve quality of public service, make people more satisfied, the key is to purchase public service legitimately and the purchase behavior to be in the system. First of all, foster and enhance the social organization of the internal management capacity, professional services capabilities, and ability to participate to make the purchase of public service marketable, socialized and standard.
