The Cold War broke out after World War ?, and the wartime anti-fascist alliance among the Soviet Union, British and the United States disintegrated gradually. The relationship between the United States and the Soviet Union went from the wartime alliance to opposition to each other. Friends became enemies. The United States which occupied a very important international pattern after the World War ? strong padded a power vacuum and the foreign policy for the Soviet Union also had a larger change. This paper attempts to explore the changes in US-Soviet relations in the background of the international pattern of the outbreak of the Cold War after World War ? and to focus on the background, content, features, policy implementation and the far-reaching impact of the Truman Administration to Soviet propaganda policy.In the beginning of the outbreak of the Cold War, the ideology between the United States and the Soviet Union was opposite. The Truman Administration established the policy toward the Soviet Union by Smith- Monte Act and Document NSC68, etc. The United States recombined the wartime propaganda, and took advantage of newspapers, radio, television, films and other media to spread American values to the Soviet Union people. A massive propaganda against the Soviet Union proposed. The criminal history of Soviet expansionism was introduced to instigate the people to revolt. The United States tried to create a good international image and discredited the international image of the Soviet Union. National Security Council, the CIA, and other psychological Strategy Committee were responsible for the formulation and implementation of specific policies of Soviet propaganda. The Truman Administration to promote its policy toward the Soviet Union successfully spread American values, demonized the image of the Soviet Union. It opened a propaganda diplomacy practice and had a profound impact to change the pattern of the Cold War.
