Problems And Countermeasures In The Work Of Grass-roots Petition Against The Background Of The New Urbanization

New urbanization is the historical task of China's modernization. It's core and essence is people, The process of people-oriented urbanization is not only to complete the regional migration of population, but also to change the identity of the peasants. In simple terms, the core of the new urbanization is people's urbanization, the fundamental purpose is to promote people's happiness and development. In the process of new urbanization, there are many social contradictions, such as land acquisition, environmental pollution, labor and social security, etc. And the most important method to reflect and solve those contradictions is the petition work. Petition work can effectively reflect social contradictions and plays an important role in maintaining social harmony and stability, resolving social conflicts and promoting new urbanization development. It is extremely easy to intensify contradictions when it comes to the problems which is closely related to the vital interests of the masses and is not able to be timely and properly handled,.Hengshan County is located in the middle north of Hengyang City, Hunan Province. Hengshan County, with a total area of 934 square kilometers, has 17 towns including Kaiyun Town, Changjiang town and etc. By the end of 2014, the total population of the county is 44.7 million people, of which agricultural population is 392 thousand, non agricultural population is 55 thousand. The resident population is 391.5thousand while the urban resident population is 140.8thousand, the urbanization rate was 35.93%. This paper takes Hengshan County as an example, through the questionnaire survey which contains the basic situation, the petitioner's petition, contents and types of problems. The paper also adopts field investigation to analyze the current situation and problems of Hengshan County grass-roots petition, reasons and existing problems, and puts forward some countermeasures to optimize the petition work, such as changing the concept of grass-roots petition, improving the grass-roots petition work mechanism, alleviating social contradictions in the new urbanization, strengthen legal advocacy and training, etc. We hope this paper can provide some corresponding reference to the development and innovation of the petition work in Hengshan county and make some contribution to the promoting of socialist harmonious and the development of new urbanization.
