Study On The Price Regulation Of Municipal Public Utilities Under The Mode Of PPP

PPP is a model which is promoted in municipal public utilities in these years, and it is also an important method to solve municipal public utilities problems. The government chooses competitive ways to decide the social capital with the ability to invest and operate. The two parties sign a contract on the principle of equality and negotiation, in which they will write the rights and duties. In this model, the social capital will provide municipal public utilities and the government or people will pay the social capital based on the service, and the social capital will get reasonable profit. The model changes the provider from government to both government and social capital. And it will lead to the competition by all the participants, which break the information asymmetric. It also has the features of both competition and monopoly, different kinds of participants, multi-character government and so on. All the features are different from the traditional model's, but the regulation is still some traditional, which has problems in the legislation, price formation, supervision organization and procedure. So, this article is based on the new requirements of the price regulation of municipal public utilities in the model of PPP, looking for the problems of the regulation of nowadays, drawing on the experience of other countries and provide some advices to the price regulation of municipal public utilities to satisfy the country, consumers and social capital.Except the foreword and epilogue, this article includes four sectors.The first sector of this article mainly introduces the theories and concepts of municipal public utilities and PPP to express that the natural monopoly feature of municipal public utilities and PPP's multi-participants, increasing public participation feature breaking the information asymmetric in some way. Then, this sector classifies PPP by payment body and operation model to make PPP's clearer and prepare the later discussion of the price regulation of municipal public utilities in the model of PPP.The second sector of this article mainly looks for the problems of today's price regulation of municipal public utilities. It both affirms the effort of innovation of the price regulation of municipal public utilities in the model of PPP and finds the problems in the legislation, price formation,supervision organization and procedure.The third sector mainly introduces other countries' experience of the price regulation of municipal public utilities in the model of PPP. In our country, there is a short history about PPP, but some other countries have much more experience and have stable models. Even though they have different forms and levels, there is still a lot of experience that we need to learn.The last sector provides some advices about the legislation, price formation, supervision organization and procedure based on all the above discussion of theories, facts, experience and our country's condition.
