Based on different traditions and practice, there are two typical modes of the implementation of anti-monopoly law throughout the world. One is administrative mode represented by Germany, and the other is judicial mode represented by the United States. Both of them have advantages and disadvantages. The exotic anti-monopoly law in China has made a significant breakthrough in implementation. However, studies on implementation mode have been a soft spot. With the further development of market economy, social organizations represented by industry associations begin to play a role in the implementation of anti-monopoly, and it's easy to see that they are getting to play a bigger role in it because of its own advantages—close relation with the groups and being more professional. To overcome shortcomings of the inefficient administrative implementation, the imperfection of judicial mode and the dilemma of social implementation, it's necessary to analyze and solve the underlying problems in the implementation.This paper cites different implementation models in foreign countries and makes a comprehensive analysis of the current statue and difficulty in implementation of anti- monopoly law in China. Combining the experiences of abroad countries with the facts in China, the paper presents some possible methods to improve the implementation in three different aspects—administrative implementation, judicial implementation and social implementation. Through optimizing the administrative structure, improving the judicial system, and making a breakthrough in industrial association, it's possible to construct and improve the social system of the implementation of anti-monopoly law. Thus, the implementation of anti-monopoly law can be improved.
