The Study On Developing Rule-of-Law Thinking Mode To Implement The Mass Line

The Eighteenth National Congress of CPC has put forward a proposition that leading cadres should improve their ability of utilizing rule-of-law thinking mode and pattern to deepen reform,accelerate development,resolve contradictions and maintain stability.Later,in the Party-wide educational practice of the mass line,the major content of which is fighting undesirable work styles,such as formalism,bureaucracy,hedonism and extravagance,General Secretary Xi Jinping has emphasized many times that the leading body and leading cadres at all levels should improve the ability of utilizing rule-of-law thinking mode and pattern.That is China's historical task aiming at implementing the mass line after our country steps into a new period of rule-of-law construction.The scholars in theoretical circle have carried out various researches on that task and even made many beneficial achievements.As we see it,a systematic and integrated study on developing Party members' and leading cadres' idea of rule-of-law in the process of implementing the mass line should be conducted to settle this historical task,because the research on this issue has undoubted important theoretical value and practical significance for us to explore new features and new laws of well implementing the mass line in a new time,for Party members and leading cadres to receive scientific guidance of developing rule-of-law thinking mode in the process of implementing the mass line,and further improve the unity capability of CPC in theory and practice.In this paper,the fundamental principles of pedagogy are taken for reference.Data studies,historical research,concept analysis and theoretical analysis are applied comprehensively to systematically analyze and discuss the issue of developing Party members' and leading cadres' rule-of-law thinking mode in the process of implementing the mass line,from defining rule-of-law thinking mode in implementing the mass line to the value of developing rule-of-law thinking mode,its content construction,principles,routes and its approaches.Firstly,in the chapter of introduction,data studies are applied to comb through and analyze the academic study on the thinking mode of the mass line,rule-of-law,the developing of rule-of-law thinking mode and the combination of the mass line and rule-of-law.There are two problems in current research findings.One is the lack of analysis in correlating developing rule-of-law thinking mode with implementing the mass line,although developing rule-of-law thinking mode of different subjects has been discussed principally.The other is that the research on the issue of developing the idea of rule-of-law to implement the mass line has not been systematic and complete.There is even no research on the features,values,principles,contents,routes and ways of developing rule-of-law thinking mode to implement the mass line.This paper is presented on the above basis.Secondly,in the first chapter the historical research is adopted to analyze different requirements for the thinking ability of implementing the mass line in different historical periods and also to summarize the value of developing rule-of-law thinking mode to implement the mass line in a new period.It means that its value has great time significance for well implementing the mass line of CPC,improving Party members' and cadres' modern ability to implement the mass line,and propelling the mass line of CPC to be modernized.After that,concept analysis is adopted to define rule-of-law thinking mode in implementing the mass line.In other words,vast Party members and leading cadres should adhere to the mass view,adhere to the tenet of serving people,take priority in people's interests,treat the power in hands properly,defend people's rights and interests by law,take law as the criterion,act by law and by regulation,set an example of abiding by,using and defending the law for the masses of people,develop the idea of rule-of-law,and maintain the authority of law in the process of implementing the mass line.Thirdly,in the second chapter concept analysis and theoretical analysis are applied to summarize the principles of developing rule-of-law thinking mode to implement the mass line,and construct its contents.According to some related principles of education and developing thinking mode,the developing of rule-of-law thinking mode to implement the mass line should abide by the principles of practicing what you learnt,persistence and individualized teaching.The contents of developing rule-of-law thinking mode to implement the mass line should include the regular contents and special contents.The regular contents are as follows: study the theoretical knowledge of law,develop the idea of socialist rule-of-law,and make firm conviction of socialist rule-of-law.The special contents are those which are combined with the mass view and the mass line.In other words,they are as follows: set up the mass view,adhere to the tenet of serving people,develop rule-awareness of taking law as the criterion in specific working practice of the masses,and set an example of abiding by,using and defending the law for the masses of people.Fourthly,in the third chapter concept analysis and theoretical analysis are adopted to analyze the routes of and approaches to developing rule-of-law thinking mode to implement the mass line.According to some related rules of education and developing thinking mode,the routes should consist of rule-of-law educational routes and rule-of-law practical routes which make internal developing for subjects,as well as rule-of-law advertising routes and rule-of-law environment constructing routs which make external influence and edification for the subjects.The developing approaches consist of the ways of studying legal knowledge,discussing rule-of-law theory and raising questions,which fall into rule-of-law educational routs;and the ways of practicing,training rule-of-law thinking mode,conducting rule-of-law practice and consulting legal experts,which fall into rule-of-law practical routes;and the ways of interpreting policies and communication by means of the mass media,which fall into rule-of-law advertising routes;as well as the ways of establishing the checking system,restricting through legal system and edifying through rule-of-law culture,which fall into rule-of-law environment constructing routs.In the end,the values,principles,contents,routes and ways of developing rule-of-law thinking mode to implement the mass line are summarized.And even the research direction for the future has been predicted.The issue on the developing process needs to be further investigated.
