The Qing dynasty is the last feudal dynasty in Chinese history. It has vast territory and numerous nationalities. Frontier area in Qing dynasty refers to Minority nationality areas around the Central Plains Dynasty, its minority nationalities in the frontier areas. In order to consolidate its ruling status and maintain the long-term stability of frontier areas, the Qing government used the influence of religion to manage the religious affairs of the frontier area by legislation. In this paper, we had selected three typical national laws in the Qing dynasty, analyzed and summarized the content of the legislation related to religious affairs management. After summarizing the experience, we draw the enlightenment of modern frontier governance. The whole paper is divided into three chapters to discuss.The first chapter makes a theoretical analysis of the governance of the frontier areas in the Qing dynasty, mainly from the evolution and development of the concept of frontier in the Qing dynasty, the ideological origins of the legislative governance of the religious affairs management in the Qing Dynasty and the governance of the frontier. The view of the frontier governance in the Qing dynasty experienced two stages: the breakthrough of the traditional frontier governance in the early stage and the development and transformation in the later stage. The thought of the legislation related to religious affairs management mainly comes from the frontier governance thoughts: "follow traditions from the appropriate", "unity", "divide and rule" and "system and not". The analysis of the two stages is the theory basis to the frontier governance by legislating the religious affairs management in the Qing dynasty. In addition, we analyze the main content of frontier governance and the relationship between the frontier governance and religious affairs management legislation. This is the basic premise to study and analyze the important role of religious affairs management legislation in the process of governance in the frontier areas.The second chapter mainly introduces three important frontier management laws.We expounds the management of Mongolia, Tibet, QingHai, XinJiang andother frontier areas, analyzes the content related to religious affairs management in detail, and in the end summarizes the significance and the role that religious affairs management legislation played in the frontier governance in the Qing dynasty.The third chapter analyzes the advantages and disadvantages of religious affairs management legislation in the Qing dynasty, and summaries features and defects of the experience of the religious affairs management legislation.The fourth chapter analyses and summarizes the experience of the religious affairs management legislation. This provides reference for our country’s modern frontier governance and national rule of law, and especially has important implications on our country management and religious affairs management according to the law.The achievement of religious affairs management legislation in Qing dynasty represents the highest level of the frontier governance of feudal dynasty in ancient China.
