Study On Welfare Dependency And Precaution Of Chinese Rural Subsistence Allowance System

In recent years, with subsistence allowance system' development and betterment in our country, the poor benefit much and improve their quality of life distinctly. As one of the people's livelihood issues, subsistence allowance system is not only included by the topical issues at the “National People's Congress and the Chinese Political Consultative Conference”, but also disputed by many scholars. Results from urban-rural dual structure, subsistence allowance system is divided into urban part and rural part. There are different exposed problems of these two parts in the process of implementation, one of them is welfare dependency in subsistence allowance system.The thesis find that urban welfare dependency in subsistence allowance system occupies more among many relative studies from scholars, correspondingly rural part occupies less. Scholars have many views on the welfare dependency in subsistence allowance system that whether it exists or not, if exists how high is the degree of dependence. There are two main ideas: firstly, welfare dependency in subsistence allowance system doesn't exist because of the low-level allowance; secondly, welfare dependency in subsistence allowance system exist, and leads to unfair situation that support the lazy.According to the papers at home and abroad, and rural subsistence allowance system's on-site survey, welfare dependency does exist along with the system.However, by contrast, welfare dependency is not serious on account of low-level allowance. Although welfare dependency exist, subsistence allowance system contributes much to the poor's quality of life. Based on this, the thesis focus on the logical relationship “subsistence allowance system' s on-site survey at N town in J city, Jiangxi province——the causes of welfare dependency——the influence of it——the suggests of avoid it ”.Then, the main ideas of the thesis include three points. Above of all, for the defect of subsistence allowance system and the same standard, the edge may be appeared and the goal——“protect everyone really need” and “withdraw someone don't need”——may be came true difficultly. To avoid of welfare dependency and help the poor, subsistence allowance system project should be perfected. Secondly,part of the rural poor residents depend on welfare of subsistence allowance system on account of family background ? concepts and sluggishness. Government should actively lead the residents to join in work and cultivate their employment consciousness. Finally, perhaps government's work limitations lead to the discovery and management of welfare dependency. The execution and the supervision system should be improved.
