The Present Situation And Countermeasure Research Of The Building-up Of A Clean And Honest Party And Government In The Village-organizations Of Wenzhou City

During the new model of urbanization developing process, the support from our Country to the agriculture and farmers are more and more stronger. Whether the leading cadres of the village level organization could lead the villages to conduct the construction of new countryside or not, influence the developing of the village and the life of the villagers. But at the same time, some cadres take advantages of public resources, embezzle,and misappropriate the public found. We could see these crimes show up frequently on newspapers and internet, and this phenomena keeps increasing. Some cadres in low positions become big malfeasant, which is the major element to influence the sub-base stability of the village. Under the background of promoting ethical party and government in village level organizations, this paper takes Wenzhou city of Zhejiang province as an example, conducts a study to research the new situation faced by the construction of the village level organization in Wenzhou city, and the present situation, work performance,existing problems & its causes of the promoting ethical party and Government in village level organizations, by measures of on site visits, documents survey, forums and case analysis.Recently, the promoting ethical party and Government in village level organizations of Wenzhou city has achieved a certain of good efficiency. It created a new patrol system for the first time in Zhejiang province to check the work style in rural primary organizations, and also investigated and handled a batch of crime case of Party members and cadres violating the principles and laws. But its task is still very huge. The rural social contradictions are still outstanding and the villagers petitioning quantity is high. Relevant data show that: 90% of the letters related to the Party ethical and honesty reflecting the rural grassroots problem. Among them, the biggest issues are: the cadres of the Party take advantages of public resource to make profit for themselves; are unjust when handling different affair; the village financial management is in a disorder, etc. Focus on these problems and issues, to purpose the high targeted and high operational countermeasures is this paper's purpose and meaning, and it's also the realistic basis to writing this paper.To enhance and promote the construction of the Party and the governmental ethical and honesty, to guarder and support the construction of the new model village in Wenzhou city, to provide the strongest discipline guarantee, this paper strives to enhance the education system of the village organizations, build a overall rural primary system,improve the management of its “three resource and fortune”; Standardize management of the association of the aged people, build up a patrol system to check the work style in rural primary organizations and so on.
