Research On Construction Of The Party Conduct And An Honest & Clean Government In Rural Grass-roots Organizations From The View Of Comprehensively Administering The Party Strictly

Strengthening the construction of the party conduct and an honest & clean government is not only an effective path to make the Communist Party of China maintain its advancement,but also the basic requirement for comprehensively administering the party strictly.Rural grass-roots organizations,as the basic administrative unit of the vast rural areas in the national management system,are keys to solve “three issues of agriculture”.Therefore,the status of the party conduct and an honest & clean government for the contingent of cadres in rural grass-roots organizations plays an important role in maintaining the rural stabilization,strengthening the peasants' unity,improving the comprehensive accomplishment and life quality of peasants,as well as developing the level of productive forces in rural areas.However,after entering the new era,the vast rural areas have made great achievements with the reform and opening-up policy implemented by the party and state,but due to the lagging management philosophy of leadership of many rural grass-roots organizations,there exist a lot of problems in the construction of the party conduct and an honest & clean government.Therefore,the research emphases of this paper include how to complete the construction of the party conduct and an honest & clean government in rural grass-roots organizations well,how to maintain the advancement and the role as a fighting bastion of rural grass-roots organizations,as well as how to build and perfect the work system suitable for the local construction of the party conduct and an honest & clean government.This paper is mainly based on the self-prepared questionnaires to carry out the research.Firstly,the document research method is adopted to analyze some theories of scholars both at home and abroad related to the construction of the party conduct and an honest & clean government,with special attention paid to the research status of the construction of the party conduct and an honest & clean government in rural grass-roots organizations.Secondly,the rural grass-roots organizations of a county in a province of central China is selected as the research sample;after the empirical studies such as actual survey,questionnaire survey,individual interview and so on,as well as the data analysis and theoretical summary,the problems which exist in the construction of the party conduct and an honest & clean government in rural grass-roots organizations are discovered,then the causes for such problems are also found,and finally the countermeasures for solving these problems are put forward,so as to provide actual guidance and theoretical support for the construction of rural grass-roots organizations under the “new normal” of comprehensively administering the party strictly.After the investigations,it is found that many problems exist during the process of the construction of the party conduct and an honest & clean government in rural grass-roots organizations of S county,including some grass-roots cadres' weak consciousness of integrity and incorruption,unsound supervision system,incomplete propaganda way,imperfect information disclosure mode,poor comprehensive capacity of leading teams,etc.Aimed at the aforesaid problems,this paper proposes some methods such as optimizing the system of selecting the leading members for grass-roots organizations,perfecting the performance management system of leading members in grass-roots organizations,improving the human resource distribution system of leading teams in grass-roots organizations,etc.,so as to lift the effect of the construction of the party conduct and an honest & clean government in rural grass-roots party organizations of S county.
