The reform of collective forest right system is an important part of the reform of rural collective property rights system.According to thirteenth five year plan,the government should deepen the reform of rural collective property rights system.The State Forestry Administration proposed thirteenth five year plan of forestry according to the thirteenth five year plan and one of the focal point is to deepen the reform of forestry industry.The collective forest right mortgage system is an important part of the system of collective forest rights.The purpose of collective forest right mortgage is to provide the necessary financing channels for forestry producers(farmers),to provide the necessary financial support for forestry production and development.Obviously,the collective forest right mortgage plays an important role in promoting the forestry production and development.And this paper will introduce the concept of “value saturation” into the collective forest right mortgage,in view of the forest resources not only has economic value,but also has extremely important ecological function and social function.So in the mortgage process the purpose is not only to obtain the economic benefits of forest resources,but also protect the ecological and social benefits of forest resources.So the value saturation of collective forest right mortgage is to realize the maximization of the comprehensive benefits of forest resources.At present,there are many problems of collective forest right mortgage: the defects of laws and regulations,and the incoordination between the forest right mortgage system and forest management system,the inadequacy of supply of forest right mortgage facilities,the defects of collective forestry socialization service system and so on.These problems hinder or weaken the financing function of collective forest right mortgage,make it difficult to meet the needs of forestry producers to expand production.At the same time,it is not helpful to protect the forest ecological benefit and social benefit.Therefore,it is necessary to place the collective forest right mortgage system reform under the background of the reform of collective forest right system and “three rural issues”,making the relevant laws and regulations perfect,coordinating the forest right mortgage system and the forest management system,providing forest right mortgage facilities,collective forestry social service system and other means to reduce the obstacles of collective forest right mortgage.It is helpful to improve the economic benefit of forest resources,maximize the interests of the both sides of mortgage,protect the ecological and social benefits of forest resources,achieve the purpose of value saturation of collective forest right mortgage finally.
