Land is a tangible asset, and often valuable. Chinese ancient punishment of corrupt officials was often based on officials annexation of land, hoarding wealth. With the population expansion of modern society and the growing scarcity of land resources, buildings, land and fixtures on them are designed in smaller and smaller density, adjacent to each other, crossing influence becomes greater and greater, a wide range of disputes occur at the same time, if not resolving these disputes promptly, they will exacerbate the hostility and the atmosphere of mistrust between people, and lead to the prominent problems of social disorder. Therefore, national laws are made on the legislation of neighboring relations, trying to use legal tools to solve legal disputes on neighboring relations. This paper is written in the center of neighboring relations, discussing neighboring relations from four parts comprehensively. First of all, discussing the legislative style, change and characteristic, constituent elements and different classification of neighboring relations generally. Secondly, refining the reason of disputes, present situation of legislation and shortcomings on civil law neighboring relations, and then analyzing the reason of disputes, present situation of legislation, and problems of development on public law neighboring relations. Finally, trying to propose legal methods to solve the civil law neighboring relations disputes and public law neighboring relations disputes separately, meanwhile, finding solutions to solve the conflict occurring on civil law neighboring rights and public law neighboring rights. Hoping this article useful on research of settlement of related disputes in the future.
