Research On The Institutional Factors Of China Customs Law Enforcement Corruption Problem

China Customs,as the country entry and exit supervision and administration authority, the authority shall be granted by the state,and shall be implemented in the supervision and administration of the country in the process of entering and leaving the country. After entering the WTO era,customs law enforcement corruption problems emerge in endlessly,harrowing,to the country economic development caused great loss, also seriously affected the image of China Customs in the international. The paper consists of five chapters on the institutional factors of China Customs law enforcement corruption. The research is focused on the third and fifth chapter.The first chapter is the introduction, introduces the research background, research purpose and significance, research methods, research ideas, main content and innovation of the research.The second chapter introduces the concept of China Customs law enforcement corruption, and introduces the concept and contents of the system factors, the problem of corruption of law enforcement China.The third chapter focuses on the reasons of system factors, customs law enforcement corruption, is divided into three major reasons: power operation, organizational structure, operation mechanism and personnel allocation.In the fourth part, learn from the experience of international customs law enforcement to combat corruption, focusing on the international customs power disposition, the organizational structure and personnel arrangement draw their successful experience, and combined with the system of China environmental law enforcement and special circumstances, to make effective analysis, so that it can play an effective role in the system of our country. China Customs law enforcement in the development process is also constantly to the international customs full range of learning, learning its advanced system and scientific operation mechanism, efforts to prevent law enforcement corruption.The fifth chapter, through the needle for the institutional factors of the customs law enforcement corruption analysis, combined with customs has the prevention and control of corruption in law enforcement measures and international customs effective measures to bring the experience, the customs law enforcement to combat corruption and improve customs system are proposed.
