In the history of our country, the philanthropic thought runs a long course from a remote source. Since ancient times, Chinese people form the fine tradition of being prodigal of benefactions and helping the poor and oppressed. However, our philanthropy has not been developed by leaps and bounds for a long time. The development of philanthropy in China has a profound era. At the beginning of the establishment of new China, a thousand things wait to be done. Philanthropy was once considered a bourgeois sugar-coated bullet due to the severe situation both at home and abroad, together with the ongoing class struggle. Mao Zedong thought that philanthropy is just a deed to the doer's credit in the next world, and national independence and man's liberation is the political prerequisite of the implementation of relief and welfare of people. His thought threw the philanthropy in China into a tortuous development. The ice-breaking time of philanthropy actually began in the reform and opening-up when Deng Xiaoping carried out the policy of reform and opening-up which brought great changes in various environmental aspects of Chinese economy, politics, and culture. From then on, philanthropy got to revive. Deng Xiaoping theory contains a profound charitable thought, such as encouraging people who get rich first volunteer to do charity, philanthropy embodies the essence of socialism, restoration and reconstruction of sociology and so on, and these thoughts make our philanthropy has been initially developed. Since the 1990 s, the international and domestic situation changes constantly. As the core of the party's third-generation collective leadership, Comrade Jiang Zemin focus on livelihood issues from a new strategic vision. He considers that socialist also need to have their own charities and philanthropists, thus he puts the party and the government's livelihood concern into practice by formulating scientific strategy and implement the construction of key projects, actively promoting poverty alleviation and development work, and paying great attention to women and the disabled. All these initiatives promote the further development of philanthropy. In the 21 st century, China comes to an age of strategic opportunities and social contradictions highlight the period. Inadequate social protection mechanisms need the replenishment of philanthropy and the major natural disasters inspired people's awareness of philanthropy. Leaders of our party and state realize that the development of charity is beneficial to improve the livelihood of people, and begun to attach great importance to philanthropy, what's more, philanthropy is written into the central file for the first time. Besides, they hold that thedevelopment of philanthropy needs the support of all sectors of society forces, and the party's leadership to philanthropy development should be strengthened. These measures bring tremendous changes in our philanthropy and put it into positively developed orbit. Since the 18 th CPC National Congress, philanthropy has been included in the social construction as a charitable career. The party clearly stated, “supporting the development of philanthropy," and philanthropy becomes an important part of China's social security system. On March 16, 2016, the Fourth Session of Twelfth National People's Congress adopted the “charity law of People's Republic of China” which further demonstrates the development of philanthropy goes legal. These abundant philanthropic make the philanthropy in China develops into a new prosperity, lay the important position of philanthropy in the career of socialism with Chinese characteristics, and be of great significance for building a moderately prosperous society and improving people's livelihood as well as the construction of socialist spiritual civilization.
