Limited property houses are specific products in China,which mean houses independently or cooperatively built by farmers,collective economic organizations and real estate developers.These houses are sold beyond village collective organization members under development from farmer,which not only damages urban planning and seriously disturbs normal operation of real estate market,but also prevents government from protecting agricultural land,therefore,our national laws and government documents have prohibited development,building and sales of limited property houses long time ago.Though limited property houses are illegal,they are extremely hot in urban real estate trading market,there are various reasons for this phenomenon,urban conditions have changed greatly since China's opening and reform,especially in recent ten years,with China's urbanization process,villages have changed to be towns,and developed to be small and medium-sized cities,large cities,commercial housing price has been continuously increasing,and has exceeded many urban citizens' house-purchasing ability,at this time,limited property houses get into house purchasers' sights with low transaction price,people can live in house of the same size with about half of price of commercial house,which undoubtedly provides shortcut for urban citizens who want to improve living environment to realize their house willingness.However,for builders of limited property houses,namely farmers or real estate developers,target customer amount of limited property houses becomes so big,which is undoubtedly a big opportunity for them,more people would buy limited property houses,their prices rise and profits rise too.All these are only partial reasons for the occurrence of limited property houses,if we do deeper research on problems of limited property houses,we can find that high price of commercial houses is the direct reason for great development of limited property houses,our national special laws and regulations are deeper reasons for problems of limited property houses,for example,urban-rural dual land system causes different rights of same land,stimulates a series of interest games between farmers and government due to land,they are willing to build and sell limited property houses with the risk of breaking laws,besides,land acquisition system matching with urban-rural dual land system makes urban citizens and farmers' compensation different.Nowadays,China strives to develop urbanization,government has to expropriates rural land for construction,farmers cannot enjoy economic profits bought by land up valuation before the expropriation,they cannot get full insurance for their life after the expropriation,under this condition,farmers are willing to obtain more land profits through limited property houses to improve their life,but this could damage fair competition environment of real estate market in the long term.If we want to get rid of limited property houses difficulty,the author thinks various insufficient systems of limited property houses must be well solved,legal systems related to limited property houses land-lost farmers' rights and interests protection system and affordable housing system should be further improved,which are keys to solving problems of limited property houses.
