In recent years, limited property house in major cities in China by some low-income urban buyer’s attention. Small property not only incompatible with the requirements of new towns, also affect and hinder the realization of the objectives of new towns. Therefore, exploring an effective plan to resolve the legal problems of small property, for promoting the effective implementation of the strategy of the construction of new towns, creating priority is the welfare of the general public.
