The government information disclosure system according to application is not only to protect the citizens right to information,participation and supervision is one of the important means,is also our country government realize their own transformation,the construction of rule of law government,service government,transparent government is an important measure.From the "Regulations" promulgated since the implementation of the administrative organs at all levels of our country set up the functions of government information institutions in accordance with the "Regulations" requirements,fulfill the government information disclosure duties according to law,the government received information disclosure number every year a new high,but in accordance with the application open system does not give full play to the role of expectations,because the number of the dissatisfaction with the reply to the administrative organ administrative reconsideration and the administrative litigation application is rising,resulting in conflicts between the public and the government constantly.Therefore,how to properly handle on the disclosure of government information system,play the advantages and positive role of the system,implemented in accordance with the application open reply and the legitimacy of the social effects of both,to fully protect the legitimate rights and interests of the public,to further improve the administrative organ of the administrative level and service ability,this is my administrative organs at all levels for the current government information on key and difficult problems need to be solved for public work.This article will focus on our government information disclosure by application in system and practice problems,in-depth analysis of the causes of the problems,combined with the mature experience of foreign related and advanced methods to put forward in accordance with the application of open system of suggestions to improve the government information in China.This paper will start from the following five aspects:The first chapter,the research background and significance of this paper,introduces the domestic and foreign research status of information disclosure,as well as a brief introduction of the research ideas and methods of this paper.The second chapter expounds the relevant concepts and theoretical basis of government information disclosure.In the third chapter,the paper introduces the overall development of Chinese government information according to the application in recent years,and finds out the problems in the application of Chinese government in accordance with the existing problems,and analyzes the reasons.The fourth chapter,combined with the problems in our country,the introduction of foreign government information in accordance with the relevant aspects of the basic situation in the relevant aspects of the summary of China’s experience and inspiration.The fifth chapter discusses how to solve our country’s government information in accordance with the application of the perfect countermeasures.
