Along with the speeding of political democratization advancement in our country, The public's consciousness for participating and deliberating the governmental affairs have been unceasingly enhancing .Therefore the governmental affairs open was becoming the hot topic of discussion in these years, "security is a principle" and "opening is the exception "in the past,but in these days ,It became "opening is principle and security is the exception".As the center of social resources, The degree of development about the government' information will affect the degree of the government affairs opening, then affect the rights of citizen and the senthusiasm of the public participating and deliberating the governmental affairs .Under this background, as the one of the contents of social information, the E-government have beening highly valued by All levels of governments, In this kind of information society,only develop the E-government vigorously ,can our country develop and use the information resource of the government affairs, enhance the transparence of the government , enhances government credit, and realize the true governmental affairs opening. Since the eleventh sessions of three CCP plenary conferences, especially under the E- government environment in recent years , All levels of government already has obtained the huge achievement in opening the government affairs. but, because of all kinds of reasons, the government affairs opening also has all sorts of problems in practice.. Therefore, analyzing these problem and finding out some measures is the key point about the study.The governmental affairs opening the complex systematic question, it involves to the social life aspects in the practice ,and all these are closely linked with the public benefit. In view of the fact that the study time as well as myself ability limited, on the base of analizing to the questions of government affairs open, I chose the opening of government affairs information, the opening of government affairs decision-making and the administrative enforcemen as the key point and study them thoroughly and carefully for the purpose of develop our country government affairs open in all aspects.
