The way of planing resettlement demobilized officers is an important part of the ways of resettlement demobilized officers.It affects social harmony and stability and national defense military modernization construction.From the new China was founded to now,the use of this method continues to this day.According to the relevant information,more than 40000 demobilized officers were placed in 2013.Placement and reference to the party and government organs,public institutions of demobilized officers account for 82.7%of the total planning.Placed to the institution of the demobilized officers accounted for 15.7%,and to the demobilized officers of state-owned enterprises accounted for 1.6%.The Third Plenary Session of the 18th Central Committee of the Communist Party of China:To establish a system for the traction professional officers,and gradually form a scientific and standardized system of military cadres system,improve the system of veterans resettlement reform supporting policies.With the continuous deepening of the reform of the cadre and personnel system and administrative system reform,How to make good use of the limited resources and the policy of resettlement plan index?Optimal allocation of human resources to promote the demobilized officers,the full realization of demobilized officers of self value and social value,the release of the efficiency of their talents has become a real subject of the relevant units responsible for and bear the planned distribution of resettlement of demobilized army cadres and relevant departments need to think about.In this paper,the project of Nanjing Qinhuai area of resettlement of demobilized officers and the employer,the region responsible for the demobilized officers management service as the research objec.To System and full understanding of demobilized officers placement plan work status and occupation development of demobilized officers,and focus on outstanding issues to explore the reasons,and then put forward the improvement countermeasures.The thesis consists of four parts.Part 1:To introduce the background and significance of the topic,the research status at home and abroad,research ideas and research methods,and research innovations and shortcomings.Part 2:To introduces the related concepts of demobilized officers placement plan,system around the concept of demobilized officers placement plan,method,course of development are briefly described.Part 3:To introduces the evolution of demobilized officers placement plan,and the experience of the enlightenment of demobilized officers placement plan.Part 4:According to the plan of distribution in Qinhuai area for investigation and analysis of present situation of the resettlement of demobilized officers,summarizing and refining the demobilized officers placement plan achievements,existing problems and their causes.Part 5:Based on the problems and bottlenecks of the current placement of the method of planning demobilized officers in Qinhuai district,and to improve the method of placement of demobilized officers within the program and make good use of the limited resources of the index,and puts forward relevant improvement measures.
