The administrative division,refers to the adjustment and division of different levels and structures of the territory under the jurisdiction of a state government according to the needs of administrative management and economic agglomeration,then set up the national organization management department in the region after partition,that have taken full account of the regional economy,culture,history,geography and many other factors,As an important means of government administration of the divided area,as well as the foundation of state power construction,the administrative division is the allocation and division of resources and production factors by state power in a specific area,In essence,it is also an important guarantee for the country's long-term stability and prosperity.At present,the administrative division pattern of our country has been the product of the last century,which is difficult to adapt to the development of modern society,The cause of the "administrative division economy" is not only because of the division of the regional scope of economic development,at the same time,the administrative division also determines the boundaries of public power,which lead to the rigid constraints on economic activity within the boundaries.The spatial correlation between administrative regions is objective,however,with the bigger gap in the development speed and the scale of development,the spillover effects between administrative regions gradually appear on the strength and direction of the differences,this has resulted in a growing conflict of interest between administrative regions,that not only restricts the further development of the city,county and township economy,but also becomes an obstacle to the economic development of the province.Therefore,the development of urban economy to a certain stage will inevitably bring about the adjustment of administrative divisions,which is also a geographical phenomenon itself.In this paper,based on time node of the administrative division of “ Dividing Chaohu into Three Parts ”,we use the Sampson-Guttorp space correlation nonparametric estimation method considering time and space factors,take administrative divisions of Chaohu Prefecture in Anhui(2006-2015)as an example,make quantitative estimation of spatial correlation coefficient between economic growth rates before and after the administrative division in He-ma-wu,and make a study on the necessity and rationality of the adjustment of administrative divisions and its influence on the spatial structure of regional economic development based on cluster analysis and comparison analysis of sample mean.The results showed that:(1)to change the situation of lack of economic contact in He-ma-wu,administrative division adjustment is necessary,but it needs time and corresponding conditions to give full play to its positive role;(2)administrative division adjustment in the Lujiang County and He county has the economic basis;(3)Two years after the implementation of the administrative division adjustment,relatively stable spatial correlation structure was broken,the original Chaohu and Wuwei County's economic growth rate has been improved,but the integration of the two sides of the Yangtze River need to be further strengthened.
