After WWII,the United States,in order to seize the global interests,entered into a "cold war" with the Soviet Union that lasted nearly half a century.Latin American countries including Mexico were gradually embroiled in the vortex of "cold war".The success of Cuban Revolution has greatly changed the situation of Latin America.The USA has always regarded Latin America as its backyard and utilized political,economic,military and other means to influence the developments of this region.However,Mexico has pursued the diplomatic principles of "self-determination" and"non-intervention" for a long time.The disagreements with the USA's aggressive foreign policy were inevitable.During the Johnson administration,USA's foreign policy was twice openly opposed by Mexico,when the Organization of American States sanctioned Cuba in 1964 and the IAPF militarily intervened in the Dominican Republic in 1965.Interestingly,these didn't seriously damage the U.S.-Mexico relations.In fact,during the early years of Johnson administration,the leaders of the two countries had already reached a tacit understanding:on relatively "minor issues"Mexico's independent policy could be tolerated,while "on fundamental issues" it would be on the side of the United States.After that,Johnson's reactions to the disagreements between the two countries were generally followed this approach.Based mainly on the U.S.declassified documents,this paper analyzes the reasons behind this relatively tolerant attitude of Johnson administration.This paper includes following parts:Introduction:the main subject of the paper,the significance of the research,the historical sources and the research situation at home and abroad.Main body:a)The first part describes the historical developments of the U.S.policy towards Mexico,especially its reactions to the disagreements of the foreign policies between the two countries after WWII.b)The second part is the main part of this paper.Firstly,this part describes the fact that the Johnson administration reached a preliminary understanding with Mexico that the latter can pursue its independent foreign policy while on fundamental issues it should be on the side of the United States.Then,the reactions of the U.S.to the two major disagreements between the two countries during the Johnson era will be discussed.Finally,the cooperation between the two countries on the issues such as communism and Cuba will be reviewed.c)The third part summarizes the reasons of Johnson administration's tolerant attitude towards Mexico's relatively independent policy.The end is the conclusions.
