An Analysis Of The Political Opportunity Structure In The Conflict Of NIMBY

Ulrich Baker once said that,all countries because of technological progress,society can not avoid the transformation,that is,from the original class society to the risk of social transformation.In this risk society,human beings are constantly carrying out self-destruction:that is,the pursuit of industrial civilization,human society at the same time caused serious damage to the ecological environment to promote human society to self-decline.The increasingly seriousphenomenon of "Not In My Backyard" at home and abroad is happening in such a social context.With the rapid economic growth,the NIMBY conflict caused by the construction of the NIMBY facilities has become an important problem that has plagued the development of Chinese society.At present,most the domestic scholars pay more attention to the social perspectives of NIMBY conflict internal motivation,the contradiction strategy and the way of protest,and emphasize the social factors such as the organization,the network and the resources of the conflict,lack of NIMBY conflict rooted in the external political environment consideration.In the theory of western social movement,the theory of political opportunity structure is the most important theory involving the external political environment of social movement.The theory of political opportunity structure has its own "situational sensitivity",which can link the external environment and micro individual behavior,coupled with the political system similar to authoritarianism makes it possible to analyze the problem of conflict avoidance in China by using the theory of political opportunity structure.Draw lessons from western political opportunity structure theory,this study builds the localization of explanatory variables and analysis framework,and discusses the relationship between micro NIMBY protest and external political situation.Which makes it possible to overcome the single the perspectivefromsociety of NIMBY conflict in the interpretation,which has certain theoretical value and practical significance.There are many factors influencing the emergence and development of NIMBYconflict,From the external political environment in which the conflict occurs,Chinese NIMBY conflictis shaped,standardized and restricted by the political opportunity structure,The political opportunity structure can shape the characteristics of the neighborhood action,swaythe choice of the action strategy,and leading the result of the action.NIMBY action is accompanied by certain political opportunities and political constraints.Itis a response to the political opportunity structure,When political constraints are mingled with perceived political opportunities,they tend to encourage citizens to initiate NIMBYaction against rights.The function of political opportunity structure on the occurrence of the NIMBY action is realized through the incentive mechanism of political opportunity and the restraint-stimulus mechanism of political restriction.Whether it is the incentive mechanism of political opportunity or the restriction of political restriction-the stimulating mechanism can be explained from the four aspects of the party and the government's ruling idea,the openness of the political system,the government's power allocation and the social resources.Based on this,the paper discusses the logic and evolution trend of the NIMBY conflict in China.
