The boundary dispute in Guiana between Great Britain and Venezuela, which is a legacy of colonization, is one of long standing. For more than fifty years, the two governments were absorbed in negotiation, but didn't find a satisfying settlement.In 1890s, the involvement of America forced the U.S. Congress to pay attention to this controversy.With the discourse context formed by anglophobia and the recognition of national strength, the congress began theirs discussion on this subject. In 1895, the congress made a unanimous consent for the passing of a joint resolution relative to the British-Venezuela Guiana Boundary dispute, which was introduced by a congressman named Livingston. As a result of the development of the controversy between sessions, and Cleveland's message on Venezuelan controversy, the warlike sentiments and feeling of patriotism culminated. So were the congressmen of the 54th congress. They took a tough stance, and passed a joint resolution about pointing a commission to investigate the facts. But the Senate was prudent and had a heated debate, and divided into three parts. To deal with financial turbulence in America caused by London's businessmen, the focus of congressional debates turned to domestic affairs. The discussion focused on economic plight, Monroe Doctrine, British-American relationship, national security and coast defence, and so on. Talking about the boundary controversy in congress, led them a better understanding of American self-recognition, and maintain the friendship between American and British in some degree.
